I have the honour to address you on the
subject of an incident which occurred at Canton in
connection with Captain Jenkins, Master of the s.s.
*Sai On" and to give you the information at the disposal of this Government in connection therewith.
2. It is understood that on 2nd February, 1927
Captain Jenkins having received gross insubordina-
tion from his Chinese boy, ordered that the boy be
not allowed in the saloon again. In consequence of
this the "Sai On" was held up by the crew which re-
fused to move her and demanded the dismissal of
Captain Jenkins.

The matter appears to have been referred to you and on your advice the Seamen's Union was interviewed without success. Captain Jenkins applied to this Government for advice and Mr. Wu Hi Tong,
the owner of the vessel was interviewed by the Colonial Secretary and the Secretary for Chinese Affairs.
4. Mr. Wu stated he had seen his fellow directors
who would not agree to anything except the removal of Captain Jenkins from the "Sai On". He also stated that he had seen Mr. G.M. Young and Mr. Weall, the represen-
